"Lines in use" counts live calls against the lines each engine has. A full pool gives the next caller a busy signal until somebody hangs up; that is dial-up working as designed, not a fault.

The operations console checks every part of the service and writes this page once a minute. It sees the modem pools, the telephone link, the web service, mail and news from the inside. It cannot see your modem, your telephone line or the path between them, which is where most connection trouble lives; the support page covers that.
